1. Do a Fresh Install of iOS 5 :
You can install a fresh copy of the iOS 5 on your device and can try for the activation again. The server will take your renewed request and may activate your service at the instant.

Step 1 : Download the iOS 5 firmware from the Apple Server’s from the links mentioned below
Step 2 : Connect your iPhone 4S to the computer and launch iTunes Match 10.5
Step 3 : Enter you iPhone 4S in DFU mode. You can do so by following the procedure
- Press and hold Power key for 3 seconds
- Press and hold both Power and Home keys for 10 seconds
- Release Power key but keep holding Home key until iTunes prompts you that an iPhone has been detected in recovery mode
Step 4 : Once iTunes prompt’s you press and hold the Shift key on Windows or the alt key on Mac and click on Restore. Select the appropriate firmware for your iOS 5 device and the tool will install a fresh copy of the iOS 5. Now do not restore a backup for your device from any previous backup made but instead setup your phone from the beginning and then try activating FaceTime.
2. Erase all Network and Content Setting’s from your device.
Step 1 : Go to Settings.
Step 2 : Go to General and than Reset.
Step 3 : Tap on Erase all Content and Network Setting’s.
After you have done so, the device’s Network and Content Settings will get erased and you can now activate FaceTime on your device.
3. Tweaking the Settings.
You can manually tweak settings and make the Apple Server’s activate your FaceTime.
Step 1 : Go to Settings and turn FaceTime Off.
Step 2 : Add you telephone number in contact list in iPhone and not Mobile.
Step 3 : Now navigate to Settings>Mail, Contacts, Calendar>My Info and add the contact you have created in the previous step as My Info.
Step 4 : Go to Settings>Phone and make sure that the number is shown in My Info. Now toggle On Show My Caller ID and International Assist.
Step 5 : Go to Settings>Store and login using your Apple ID.
Step 6 : Hard reset your iPhone by holding Power and Home button until Apple Logo appears.
Step 7 : After your iPhone boots up, connect to Wifi.
Step 8 : Now turn on FaceTime by logging into your Apple ID and you should activate the FaceTime service.
